What is prophecy and what is the difference between a prophetic person and a prophet?

What is prophecy?

 
Prophecy is to edify and build up the body of Christ primarily, but it can also be used to convict unbelievers. It is to strenghten, encourage, comfort, edify, reveal, and give intruction. 1 Corinthian 14:1-33 explains in detail about the prophetic gift and what it is for.
 
 1 “Follow the way of love and eagerly desire spiritual gifts, especially the gift of prophecy. 2 For those who speak in a tongue [a] do not speak to other people but to God. Indeed, no one understands them; they utter mysteries by the Spirit. 3 But those who prophesy speak to people for their strengthening, encouragement and comfort. 4 Those who speak in a tongue edify themselves, but those who prophesy edify the church. 5 I would like every one of you to speak in tongues, [b] but I would rather have you prophesy. Those who prophesy are greater than those who speak in tongues, [c] unless they interpret, so that the church may be edified.

    6 Now, brothers and sisters, if I come to you and speak in tongues, what good will I be to you, unless I bring you some revelation or knowledge or prophecy or word of instruction? 7 Even in the case of lifeless things that make sounds, such as the pipe or harp, how will anyone know what tune is being played unless there is a distinction in the notes? 8 Again, if the trumpet does not sound a clear call, who will get ready for battle? 9 So it is with you. Unless you speak intelligible words with your tongue, how will anyone know what you are saying? You will just be speaking into the air. 10 Undoubtedly there are all sorts of languages in the world, yet none of them is without meaning. 11 If then I do not grasp the meaning of what someone is saying, I am a foreigner to the speaker, and the speaker is a foreigner to me. 12 So it is with you. Since you are eager for gifts of the Spirit, try to excel in those that build up the church.

    13 For this reason those who speak in a tongue should pray that they may interpret what they say. 14 For if I pray in a tongue, my spirit prays, but my mind is unfruitful. 15 So what shall I do? I will pray with my spirit, but I will also pray with my understanding; I will sing with my spirit, but I will also sing with my understanding. 16 Otherwise when you are praising God in the Spirit, how can the others, who are now put in the same situation as an inquirer, [d] say “Amen” to your thanksgiving, since they do not know what you are saying? 17 You are giving thanks well enough, but the others are not edified.

    18 I thank God that I speak in tongues more than all of you. 19 But in the church I would rather speak five intelligible words to instruct others than ten thousand words in a tongue.

    20 Brothers and sisters, stop thinking like children. In regard to evil be infants, but in your thinking be adults. 21 In the Law it is written:
       “With other tongues
       and through the lips of foreigners
       I will speak to this people,
       but even then they will not listen to me,
       says the Lord.” [e]

    22 Tongues, then, are a sign, not for believers but for unbelievers; prophecy, however, is not for unbelievers but for believers. 23 So if the whole church comes together and everyone speaks in tongues, and inquirers or unbelievers come in, will they not say that you are out of your mind? 24 But if an unbeliever or an inquirer comes in while everyone is prophesying, they are convicted of sin and are brought under judgment by all, 25 as the secrets of their hearts are laid bare. So they will fall down and worship God, exclaiming, “God is really among you!”   

26 What then shall we say, brothers and sisters? When you come together, each of you has a hymn, or a word of instruction, a revelation, a tongue or an interpretation. Everything must be done so that the church may be built up. 27 If anyone speaks in a tongue, two—or at the most three—should speak, one at a time, and someone must interpret. 28 If there is no interpreter, the speaker should keep quiet in the church; let them speak to themselves and to God.

    29 Two or three prophets should speak, and the others should weigh carefully what is said. 30 And if a revelation comes to someone who is sitting down, the first speaker should stop. 31 For you can all prophesy in turn so that everyone may be instructed and encouraged. 32 The spirits of prophets are subject to the control of prophets. 33 For God is not a God of disorder but of peace—as in all the congregations of the Lord’s people.” 1 Corinthian 14:1-33

Prophecy is the act of conveying God’s heart and will to others. It is what God speaks through the Holy Spirit to someone for someone else or a group of people. True prophecy is not just an encouraging word or a guess about the future for the sake of encourgement or prediction alone, but is a direct message from God for a particular person or group of people. Therefore, there is a big responsibility to the person speaking God’s words or revealing God’s words to get it right, to say it accurately without adding or taking away from what God spoke.
 
First of all Jesus only speaks what the father God speaks. He only does what the Father does. He can do nothing on his own because He and the Father are one.
 
19Jesus gave them this answer: “I tell you the truth, the Son can do nothing by himself; he can do only what he sees his Father doing, because whatever the Father does the Son also does. John 5:19
  
50I know that his command leads to eternal life. So whatever I say is just what the Father has told me to say.” John 12:50
 
A prophecy, therefore is the words of God spoken through someone who is one with God and is speaking on God’s behalf. God asks his followers to  speak the very words of God.
 
11If anyone speaks, he should do it as one speaking the very words of God. 1st Peter 4:11
 
A true prophetic word will always line up with what the Bible says is true. It will always result in edifying, comforting, encouraging, strenghtening, revealing, instructing, building up, or convicting. It will not tear someone or a group of people down, but will allow the person or group of people to get a glimpse of who God really is, of what God wants for that person/group, or of how much God really loves and cares about him/her or each person in the group.  God is a real person and he does speak to us. I believe any one of us can hear the voice of the Lord if we obey him and press into Him. Therefore God could use any one of us in a prophetic manner, but not all are called to be prophets. Read more about how to hear from the Lord.
 
27 “My sheep listen to my voice; I know them, and they follow me.” John 10:27
 
 “And it shall come to pass in the last days, saith God, I will pour out of My Spirit upon all flesh: and your sons and your daughters shall prophesy, and your young men shall see visions, and your old men shall dream dreams”  Acts 2:17

If God wanted to he could  get the rocks to speak out (we see this today when we use a cassette tape, it’s coated with iron oxide which comes from a rock.)
 

“I tell you that, if these should hold their peace, the stones would immediately cry out.”

28“Then the Lord opened the donkey’s mouth. It said to Balaam, “What have I done to you? Why did you hit me those three times?”  Numbers 22:28
 
Therefore, he could use any one of us at any time including non-Christians, however not everyone claiming to speak God’ words are actually doing so.   Just to be clear, Satan can communicate in these ways as well to produce a counterfeit revelation, which is why we need to test the Spirits and hear God clearly ourselves. So remember the prophetic person is delivering a message from God to a person or group of people for their benefit.
 

So what is the difference between a person prophecying and a prophet?

 
A person prophecying who is not a prophet will usually give more encouraging words to individuals, where a prophet will usually speak to groups of people and sometimes even give directional words or declare things that are to happen in the future.
 
 Although anyone can speak prophecy only some are called to be prophets. Not everyone who speaks a prophetic word is a prophet.  A person who is a Prophet  is often said to walk in the “office of the prophet.”
 
“It was he who gave some to be apostles, some to be prophets, some to be evangelists, and some to be pastors and teachers.” Ephesians 4:11
 

So what is a Prophet?

 
Whereas a person in a prophetic ministry uses the gift of prophecy on an occasional basis or for a a certain season in his/her life, a person who is a prophet has been appointed by God into the Office of the Prophet permamnently.
 
Dr. Bill Hamon in his book, Prophets Pitfalls and Principles, says this:
 
The ministry of the prophet is not a gift of the Holy Spirit, but a gift-extension of Christ Himself as the Prophet.
 
The office of the prophet is designed and endowed to function in a higher realm of ministry than the Holy Spirit’s gift of prophecy. …the office of prophet is authorized and anointed to flow in the area of guidance, instruction, rebuke, judgment, and revelation—whatever Christ chooses to speak for the purifying and perfecting of His Church.”

And so the word of the Lord lives forever….

 22 ”Since you have in obedience to the truth purified your souls for a sincere love of the brethren, fervently love one another from the heart, 23 for you have been born again not of seed which is perishable but imperishable, that is, through the living and enduring word of God. 24 For,  “ALL FLESH IS LIKE GRASS,  AND ALL ITS GLORY LIKE THE FLOWER OF GRASS.  THE GRASS WITHERS,  AND THE FLOWER FALLS OFF, 25 BUT THE WORD OF THE LORD ENDURES FOREVER.”  And this is the word which was preached to you. ”1st Peter 1:22-25
